According to NCDAC, the system aggregates county jail inmates, state prisoners, probationers, parolees, and registered sex offenders. That breadth lets one name search cross several North Carolina custody and supervision layers.
Coverage does not make every record identical. A county jail supplies its local booking and custody event data. NCDAC supplies state prison and supervision information. Fields and update times can vary with the contributing agency. A person who has left a jail roster may show a released event in VINELink, yet the jail remains the custodian of the official local release record.

If only a name is known, enter the most exact form and review all returned matches. Similar names are common, and the name alone cannot prove that a record belongs to the person sought.

Read North Carolina VINELink Results
A VINELink result is a status and notification record. The exact fields depend on the contributor, so do not assume that every jail and state record will display the same set. Read the status, source agency, location, identifier, and event together. A release label indicates the event reported by that contributor. It does not, by itself, show that all state, county, federal, or immigration custody ended.

A live county roster is mainly a current-custody tool. A released person can drop off that roster. VINELink may preserve or send the release event, while the sheriff's release response supplies the local source record. For a state prisoner, OPI separately shows projected and actual dates and may identify active post-release supervision.

Its release date, primary offense, and release type can test a VINELink state-prison event without confusing it with a county record.

Register North Carolina Release Alerts
NC SAVAN supports notices by telephone, email, text, and TTY. Registration begins from the matched person record. Choose the event and channel offered there, provide the needed contact information, and complete the PIN or confirmation step. Keep the confirmation in a safe place so the alert can be managed or verified later.
- Open the correct VINELink record only after comparing the identifying details.
- Choose registration or notification and review the custody events offered for that contributor.
- Select telephone, email, text, or TTY when the option is available.
- Enter the requested contact information and create or confirm the required PIN.
- Complete the verification step. Retain the registration details and keep the contact channel current.
- When an alert arrives, note the event time and confirm it with the named agency.
Release and transfer must remain separate. A transfer alert may mean the person moved from a county jail to NCDAC, from one prison to another, or to a different authority. It does not prove that the person entered the community. Likewise, a notice about a projected event may precede a later change.
Multiple channels can reduce the chance that one changed telephone number or filtered email hides an alert, but each option must be maintained through the registration. A PIN confirms the registration relationship and may be needed when managing telephone notices. Do not post the PIN with the person's public identifiers. If contact details change, update the registration through VINELink rather than assuming the old channel will forward the message.
Broad North Carolina SAVAN Reach
North Carolina's deployment is unusually broad because NC SAVAN joins county jail, state prison, probation, parole, and registry information. The statewide structure can help when the correct custody layer is not yet clear. It also supports continued notification when a person's record shifts from imprisonment to supervision, provided the relevant event and registration remain available.
A state fact sheet for January through June 2023 reported more than 280,000 searches and 40,000 new registrations per month on average. It also reported nearly 800,000 notifications during those six months. These are dated measures of service use. They are not current custody counts, release totals, or a claim that each notice was a community release.
The scale of use does not justify calling every update instantaneous. County feed schedules and field choices can vary. An agency can report a later correction, and the receiving authority may hold a separate record. Exact dates should be matched to the system that created them.

VINELink Gaps in North Carolina
NC SAVAN does not replace federal custody tools. Use the Bureau of Prisons locator for a sentenced federal prisoner. Its RELEASED result means the person is no longer in BOP custody, not that supervision or another authority has ended. Use the ICE Online Detainee Locator for current or recent immigration custody within that system's own scope.
County data can differ in timing and detail. No unsupported real-time promise should be attached to a VINELink check. Absence can mean the search details are wrong, the contributor's record has changed, or the person belongs to another custody layer. It does not prove release. A current roster can also omit a released person by design.
The identity check matters as much as timing. If several records share a name, compare the contributing agency, location, offender or booking number, and all other available identifiers. A status from the wrong match cannot be repaired by waiting for another alert. Return to the search, narrow the identifiers, and register only after the intended record is reasonably established.

Confirm North Carolina Release Events
Start with the event's named source. For a county release, ask the sheriff or regional jail for the booking, movement, release date, and release type. For a state-prison release, compare VINELink with OPI's actual release date, service status, last movement, and supervision fields. A person can leave prison and remain active under POST REL supervision. That is a prison release but not full discharge. A county departure can be a transfer to NCDAC or another authority. A court disposition can explain why custody changed, yet it does not establish the precise exit time or eliminate a hold. Preserve each system's wording rather than reducing all events to “released.”

A narrow request for the existing admission, movement, actual release, release-type, and supervision dates is more precise than asking for an entire file.
If the alert and source record disagree, record both observations and contact both custodians. A clean statement names the system, its exact label, and the access day. That method avoids turning a delayed notification, a transfer, or a projected event into an unsupported claim of community release.
For a county case, court records can add legal context without replacing the custody record. North Carolina's eCourts conversion reached all 100 counties in October 2025, so Portal can help identify a disposition statewide. The filing-county clerk remains the route for paper or certified court records. A disposition still does not prove the jail-door time or rule out a detainer.
Formal completion of supervision is a separate issue. An inactive OPI status or end date can be useful portal evidence, but no public statewide discharge-certificate lookup was located. Ask the office named in OPI or the Community Supervision directory for the existing releasable record that documents termination when formal confirmation is needed.
